This move comes on the heels of House Bill 2264, which, since its passing in 2021, has poured new opportunities into the state's liquor licensing laws. Under the bill, Full On-Premises license holders can now flex the muscle of Off-Premises Sales licenses as well – allowing the sale of malt beverages, wine, and cider in sealed containers for those looking to booze on the go, or for delivery "not exceeding 2 gallons," according to the latest scoop out of Hillsboro. Their privileges have also fermented, allowing for take-out sales of any-size factory-sealed container, though kegs are strictly on a take-out basis.

The shift in legislation hasn't just opened the tap for Full On-Premises licensees. Limited On-Premises Sales licenses now can toast to the ability to sell factory-sealed alcoholic beverages for off-premises consumption and offer samplings to patrons. And for those who like things a bit stronger, Full On-Premises Sales licenses still cover the sale and service of distilled spirits, along with malt beverages and wine for on-site enjoyment.

Beyond the bar, Breweries Public Houses, Wholesale Malt Beverage and Wine, and Distillery license holders also find themselves staring down the barrel of new possibilities. Breweries can now manufacture, store, retail, and export their craft for in-house enjoyment and take-away. At the same time, wholesalers and distilleries can indulge in tastings and sales, with a wink to factory-sealed containers for those wanting to savor drinks elsewhere.
