
Houston has a new acting sheriff in town, as Mayor John Whitmire taps Thomas Muñoz to lead the city's Office of Public Safety & Homeland Security. Muñoz steps up from his current role as Deputy Director, bringing with him a hefty resume that includes a stint as the Emergency Management Coordinator for the Houston Office of Emergency Management, as well as over a quarter-century's worth of experience in emergency management and first response.
He fills the shoes left by George Buenik, who hung up his hat after a notable tenure since 2017. Mayor Whitmire, speaking on the leadership change, expressed gratitude toward the outgoing chief, "Houston experienced three severe weather events in 2024, and Tom has done an outstanding job leading our emergency operations. During those events, I worked closely with Chief Muñoz." Whitmire articulated his confidence in Muñoz as the man for the job, one who will, “keep Houstonians informed, prepared, and protected,” according to a statement obtained by the mayor’s office.
Muñoz has been a familiar face in emergency operations, especially during the trio of severe storms that battered Houston earlier this year. His work has not gone unnoticed, and now he's tasked with overseeing not just emergency management but also the Houston Emergency Center and various homeland security grants. "This is an incredible honor, and I'm proud to have the support of the mayor. We know that disasters can happen at any time in Houston, and we have a strong team that will safeguard our residents and assist in times of crisis to ensure everyone has access to the resources they need," said Muñoz in a released statement.
Muñoz touts not just local accolades, holding positions like the FEMA National Advisory Council and a background as Homeland Security Director for Texas City, but also has national clout from his 21 years in the United States Coast Guard (Reserve). Through it all, his skill in steering through calamities has earned him five USCG Commendation Medals, among other awards. In addition, he's as academically prepared as they come, boasting degrees in Emergency Management and Homeland Security, and currently pursuing a Master's in Crisis Communications, all while holding a B.A. in Political Science from the University of Houston.
