Winchester's Shannon Beach was the scene of an afternoon disturbance on June 2, when a Massachusetts State Trooper, on a routine patrol, encountered a group of men violating local open container laws. According to Massachusetts State Police News, one man in the group displayed signs of intoxication, and the officer noted a strong smell of alcohol emanating from him.

When asked by the trooper to stand and vacate the area, the allegedly intoxicated man revealed the firearm in his waistband. The trooper swiftly handcuffed the individual, identified as 31-year-old Tomms Robles Manzano of Lynn, and safely secured the weapon. Following the incident, the trooper placed Manzano into the police cruiser and transported him to the Medford Barracks for booking procedures which, included photography and fingerprinting.

Manzano now faces several charges posted by the Massachusetts State Police News, for the beachside incident. These include an Intoxicated Licensee Carrying A Firearm, Disturbing The Peace, a DCR Beaches Conduct Violation, and a Municipal Ordinance Violation. His court appearance was set for the Woburn District Court, though the date of his arraignment on these charges was not immediately disclosed.
