
An Austin-based acupuncturist, Dongxin Ma, and his Ma Acupuncture Center PC are on the hook for a hefty $2.3 million payment following U.S. District Judge Robert Pitman's order. The judgment follows suit with a mediation agreement settling allegations of overbilling the U.S. Department of Veterans Affairs for acupuncture services under the VA’s community care program. According to the U.S. Attorney's Office of the Western District of Texas, Ma has been accused of charging for 60 minutes of one-on-one time while only spending a maximum of 15 minutes with each veteran, racking up to 61 hours billed in a single day.
U.S. Attorney Jaime Esparza reacted to the lawsuit's outcome, underscoring the gravity of upholding integrity when dealing with veteran care. "Healthcare providers that treat our nation’s veterans must be held to the highest standards," Esparza stated, as seen on the Department of Justice website. "This office is committed to holding accountable any provider that defrauds a VA health benefits program." And while the settlement doesn't equate to an admission of guilt, it's a critical move in the government's efforts to clamp down on potential misuse of taxpayer funds meant to support veterans' healthcare.
The Department of Veterans Affairs Office of Inspector General's South Central Field Office, with Special Agent in Charge Kris Raper at the helm, also chimed in praising the civil settlement. Raper conveyed the significance of such actions in "safeguarding the integrity of VA's healthcare programs and preserving taxpayer funds," as per the Department of Justice website. As part of the enforcement team, Assistant U.S. Attorneys Thomas Parnham and Liane Noble represented the United States, highlighting an enduring effort to protect the services veterans depend on.
