The county's comprehensive annual financial report for the fiscal year 2023, which wrapped on June 30, was put through the wringer by an impartial panel to ensure it fits the GFOA's stringent criteria it is designed to tell the county's financial narrative fully and frankly, and it seems Carroll County's fiscal tale is both comprehensive and commendable. "The report was judged by an impartial panel to meet the program's high standards, which include demonstrating a constructive "spirit of full disclosure" to clearly communicate its financial story and motivate potential users and user groups to read the report," the statement detailed, as per Carroll County press release.
