The department's strategy included initiating dialogues with representatives from various major retailers beginning in February. Chief Moulton led the charge to encourage comprehensive reporting of every theft-related incident—even those that, in times past, might not have made it into the official records.

Backing up their words with definitive action, the ECPD set up initiatives specifically targeting incidents of retail theft. One result of these initiatives was a notable operation in May, which, during a single day, yielded seven arrests and the recovery of almost $1,500 in goods from a single retail location.
