On Wednesday, the City of Garland added a new face to its administration with the hiring of Kevin Bullard as the Chief Leadership Domain's top executive. With a past marked by both administrative and technological savvy, Bullard's career has woven through academia at public universities and spiritual leadership as an administrator and interim pastor at Mt. Hebron Baptist Church in Garland, as reported by the City of Garland.
The latest stop before joining the city was Dorrier Underwood, consulting leaders across various industries—including manufacturing and retail—on enhancing communication, fostering accountability, and boosting performance. Despite the varied nature of these fields, Bullard honed his skills which are relevant to his new role, working closely with officials in city government.
A graduate of UNC-Chapel Hill in Journalism and Mass Communications, Bullard's commitment to leadership extends beyond his academic credentials—which include an Executive MBA and a master's in Leadership. He is also pursuing a doctorate in Organizational Leadership at Grand Canyon University, as per the City of Garland.
His ties to the community are deep, serving as a chaplain for the Garland Police Department and sitting on the boards of the Garland Chamber of Commerce and Hope Clinic. Habitat for Humanity of Greater Garland and the Leadership Garland Steering Committee are among the organizations that have benefited from his chairmanship, and he's a proud product of Leadership Garland Class 36.
Acknowledged for his authenticity and his dedication to practicing kindness, Bullard is spearheading his new role with a philosophy of making profound connections and nurturing growth in others. Outside the confines of city hall, he spends quality time with his wife and their three children, Max, Caitlin, and Kuria Joy, or often one might find him by the water, deep in the woods, or enjoying the warmth of a fire pit.
