
Healdsburg Police Department officers made an arrest at Badger Park on Sunday afternoon following what started as a routine security check. At approximately 3:25 PM, an officer encountered a vehicle with its engine running and the driver, who seemed to be asleep. Upon awakening the individual, the officer reported seeing drug paraphernalia immediately visible within the car.
A further search by law enforcement revealed even more illicit items. They uncovered four pipes suspected to be used for smoking methamphetamine, two containers holding a substance believed to be methamphetamine, and an open 40 oz beer, as reported by the Healdsburg Police Department. A BB gun, closely resembling an actual firearm, was also part of the troubling cache found in the vehicle.
The driver, identified as 45-year-old Thomas Flugard from Healdsburg, was subsequently arrested. The charges included possession of drug paraphernalia and possession of a controlled substance with the intention to sell. Compounding Flugard’s legal troubles is an enhancement to his charges due to a prior conviction that requires registration under Penal Code 290, the state's sex offender registration statute.
