The department disclosed that the incident occurred on Sunday after they received a call about a man behaving inappropriately around 12:10 p.m. at the Mountain View Public Library situated at 585 Franklin St.

A report described by the Mountain View Police Department detailed that upon arrival, officers found that an adult male had approached a female victim and engaged her with a question. As she looked toward him, she was confronted with the sight of the man exposing himself and engaging in masturbation. This man had left before the officers could arrive. Investigators eventually identified the suspect as 38-year-old Max Davidson—a local man of Hispanic descent—who was later located and arrested yesterday at the same library and was charged with failing to register as a sex offender and indecent exposure with prior convictions under the California Penal Code sections 290.011(a) and 314.1.

The unnamed victim cited in the MVPD report believes others may have witnessed Davidson's indecencies; therefore, the detectives are looking to uncover potential additional victims or witnesses.
