These deliberate inaccuracies left a multitude of workers unprotected on the job, while also allowing actual employers to sidestep their legal obligations regarding payroll taxes and verification of legal work status in the United States. This network of deception was exposed through investigations done by Homeland Security Investigations and the State of Florida Department of Financial Services, resulting in charges.
