In a significant move to combat the city's homelessness issue, San Diego Mayor Todd Gloria has unveiled a tentative lease agreement for the creation of a state-of-the-art humanitarian campus, Hope @ Vine, that promises to aid countless San Diegans for nearly 30 years; the proposed deal includes cost savings measures like 9 months of waived rent and a $5 million unrestricted contribution from the property owner, as reported by the City of San Diego.

"For years, past mayors and city councils have only engaged in ad-hoc, piecemeal, temporary approaches to addressing homelessness," Mayor Gloria stated, asserting that the Hope @ Vine campus is a committed and sustainable solution intended to serve not only the current homeless population but also those at risk in the future the City Council is set to vote on the negotiated lease at a public hearing come Monday, July 22, as per the City of San Diego.

The Hope @ Vine project envisions transforming a 65,000-square-foot commercial building into a comprehensive care environment with various shelters for different demographics, including seniors and families, incorporating a commercial kitchen, laundry facilities, and spaces for job training and behavioral health services, Christina Bibler, Director of the City's Economic Development Department explained the facility is designed to reflect a modern, comfortable and respectful approach to delivering services.

Projected annual operating costs sit at $26.4 million, which is deemed a financially smarter move when compared to running multiple smaller sites with the long-term flexibility the 30-year lease offers, it enables the City to adapt and fine-tune the services according to the evolving needs of San Diego's unsheltered, an update to the City's Comprehensive Shelter Strategy is also expected at the Monday Council meeting, following the first release of the strategy in June 2023.

Amid a persistent homelessness crisis, the Regional Task Force on Homelessness' most recent Point in Time Count estimates about 3,000 individuals remain unsheltered across San Diego, highlighting the critical nature of the Hope @ Vine project and the City's strides to increase the array of services including shelter beds, Safe Sleeping sites, and Safe Parking sites by nearly 1,400 since 2021, as part of the City's wider goals set by Mayor Gloria.
