The operation took a turn on Andersen Drive near Irwin Street in San Rafael, where the suspect was spotted—seemingly stationary—next to what was later confirmed to be the stolen bicycle. When officers approached, the suspect was found with bolt cutters in their possession. These tools are often associated with theft, hinting at how the bike may have been taken.
