The original proclamation, which was first issued in late April, has been amended multiple times to address the ongoing crisis prompted by the extensive weather damage—ranging from flash flooding and river flooding to hail and hazardous winds—in over 100 counties.
The disaster proclamation, as per Governor Abbott's office, certifies that the severe weather events that began on April 26 have led to "widespread and severe property damage, injury, or loss of life." The list of affected areas spans across a wide breadth of the state, including both rural and urban centers, such as Harris, Dallas, and Travis Counties, suggesting the scale of the calamity and, the breadth of the response efforts needed.
Abbott's renewal of the proclamation grants the use of "all available resources of state government and of political subdivisions that are reasonably necessary to cope with this disaster." In addition to mobilizing resources, the Governor has suspended certain state statutes and administrative rules regarding contracting or procurement procedures to expedite the emergency responses crucial to protecting affected lives and properties, according to the Office of the Texas Governor. These measures reflect the urgent need for flexibility in the state's approach to disaster management and recovery.
