According to the City of Fort Worth, the RILGC's actions at their September 24 meeting include forging robust partnerships and securing necessary funding vehicles for the campus's infrastructure and development.

The plans involve a collaboration between the city and the prestigious Texas A&M University System, featuring a deal that outlines the design and cost estimation for the new Texas A&M Research and Innovation Building (RIB) with a financial cap of $18 million. Additionally, project developer AFWP LLC has been roped in to manage the initial phases of the campus development, an agreement that tops out at $19.7 million, this number reflects the total proceeds from the sale of debt and about $2.35 million of RILGC funds, earmarked for covering the design and preconstruction services.

In a financial move to support these endeavors, the RILGC has also resolved to issue Contract Revenue Bonds (Series 2024), a strategy that permits the bond sale to finance portions of the design, pre-construction services cost, and other related expenses under an $18 million threshold. "The Texas A&M University System responsible for payment of all costs associated with the debt," fortifying the RILGC's commitment to a responsible and collaborative financial framework, as per the City of Fort Worth.

Cementing the practical steps towards materializing the project, the City's aviation director Roger Venables, the appointed project manager, offered a timeline for the planning phase. "The goal here is to have the plan design and preconstruction services completed by November of next year at the latest," said Venables indicating a 12-month timeframe for developing a comprehensive plan that will lead to a guaranteed maximum price for the campus project. This follows the City Council's prior authorization for funding the initial design and preconstruction costs in their September 17 meeting, a clear indication of the project's supported progression, according to the City of Fort Worth.
