His complexion is listed as white with blue eyes, though details regarding his clothing at the time of disappearance are currently unknown. The lack of such details could hamper the efforts of citizens to identify him, adding to the urgency of the situation.

The Philadelphia Police Department is asking for anyone who might have seen Neill or has any information regarding his current location to get in touch immediately.  Concerned individuals with any relevant information can contact the East Detectives Division at 215-686-3243. The police also emphasize that in the event of a direct sighting, calling 911 would be the appropriate immediate response.
