
Today, San Diego's community and civic leaders, including Mayor Todd Gloria, announced a new initiative to increase downtown safety and cleanliness, a collaborative effort that could reshape the city's core. In a press conference, the Downtown San Diego Partnership, a nonprofit group focused on enhancing the downtown area, unveiled its comprehensive 5-Point Safety Plan, which has been in development following data collection from residents and input from business owners over the past two years. Fox 5 San Diego reported that SDPD Capt. Ryan Hallahan highlighted a significant rise in crimes against persons and property, expressing the challenges faced by law enforcement, “On the weekends, our bike teams are rushing from fight to fight. They’re getting spit on, hit, swore at and it’s an unacceptable behavior.”
The initiative prioritizes reducing criminal activity and intends to enhance the pedestrian experience, especially at night, by deploying dedicated “CARE Teams” to address behavioral health episodes and the ongoing drug crisis. The plan also encourages an increased police presence, with neighborhood officers enforcing existing laws and proactive day-time bike patrols, which, according to the Downtown San Diego Safety Plan, will address both violent confrontations and homelessness issues. The Cleaner and Safer Downtown Experience aims to create a welcoming environment through heightened code enforcement, sanitization efforts, and community activations such as art and music installations.
Moreover, the Safety Plan calls for legislative action and funding to combat the behavioral health crisis, taking steps such as expanding the CARE Court and implementing Senate Bill 43 conservatorship. Analyzing the potential impacts on downtown's economy, the plan draws connections to the area's vital role in the hospitality and tourism sector and the considerable $1.7 million contribution to city revenues through the Transient Occupancy Tax, a point made clear by the Downtown San Diego Partnership’s Safety Plan document.
To publicize progress and coordinate the next steps, the Downtown San Diego Partnership has scheduled coalition meetings with key stakeholders and state, county, and city officials, emphasizing the need for consistent commitment to ensuring downtown thrives as detailed in their grassroots advocacy plan, which was also shared via an X post. Despite these proactive measures and commitments, daily challenges persist, as Capt. Hallahan told Fox 5 San Diego, “Over the next few weeks, you’re going to see us conduct proactive enforcement on a consistent basis in downtown. Just this week, I created the daytime bike team that we call the downtown response team — made up of a sergeant and six officers,” underlining the continuous effort required to maintain order in the bustling cityscape of San Diego.
