The owner of a used car business in Swansea is facing charges following an investigation into a fraud scheme involving the sale of vehicles without proper titles. Swansea Police have slapped multiple arrest warrants on Edward Cicciu, 46, of Attleboro, who currently has the status of wanted by the authorities.
Police records show that since May, around 25 individuals have claimed to be duped by Cicciu's establishment, Bristol County Auto Exchange, located on the Grand Army of the Republic Highway. Cicciu's alleged fraudulent practice involved selling cars that he received on loan from a local auction, promising customers that the necessary paperwork would be mailed post-sale, a promise which reportedly never materialized, leaving purchasers with vehicles they couldn’t legally own or register.
According to the Swansea Police Department's statement, Cicciu would take payments and provide fake or forged license plates, subsequently cutting off communication with the buyers.
Chief Mark Foley emphasizes the gravity of these allegations, asserting, "This has been an extensive investigation that underscores our commitment to protecting consumers from dishonest practices." The victims of this scheme find themselves in a precarious spot as the auction company, still legally holding ownership, has begun repossessing the sold vehicles. Individuals potentially impacted by this fraud are encouraged to reach out to Swansea Police Officer Donald Dibiasio to report their cases.
