After months of investigation, the Houston Police Department has successfully apprehended a suspect in a fatal shooting that took the life of a 41-year-old man, Fernando Villarreal, earlier this June. Carlos Ray Paez, a 20-year-old man, has been charged with manslaughter and found himself behind bars following his arrest in connection with the violent incident that took place at 6420 Gulf Freeway. City of Houston News released a booking photo of Paez, who surrendered to the authorities on October 3.
The scene of the crime, a gas station service road in broad daylight, became part of an in-depth investigation led by HPD Homicide Division Sergeants M. Brady and M. Casso. The duo reported that the victim was exterior to the establishment when he was shot. Paez, the suspected shooter, was last seen fleeing the vicinity dressed in dark apparel. It was discovered that Villarreal and Paez were acquainted, the pair having been spotted together at the gas station for an extended period before the incident escalated. The area of Telephone Road and Gulf Freeway, known to be Paez's territory, became central to the investigation.
It took a series of steps before Paez found himself on the police radar. Surveillance footage placed Paez at the scene, leading to a public release of his photos on June 12. Over the summer, detectives worked tirelessly to connect the dots. On August 15, they had their breakthrough,— in a statement obtained by City of Houston News, they identified Paez as the suspect. With the collected evidence, they appealed to the Harris County District Attorney’s Office, and subsequently, a warrant was issued for Paez’s arrest.
Despite the violence that unraveled at the bustling service road, Paez's surrender was a quiet affair. He turned himself in at the Harris County Jail, where the authorities took him, without further incident.
