Amidst growing financial pressures, which have seen electric costs climb in recent years, Governor Newsom's order proposes several strategies not only to provide immediate relief but also to ensure sustainable management of electricity expenses. "We’re taking action to address rising electricity costs and save consumers money on their bills," Newsom said, in a statement made by the Governor's Office. He points out that California is demonstrating it's possible to address affordability while engaging in "world-leading efforts to combat the climate crisis."

As part of the executive order, Newsom has instructed the California Public Utilities Commission (CPUC) to audit and reassess energy programs, ensuring they deliver value to customers serviced by private utilities. Furthermore, the California Air Resources Board (CARB) has been directed to collaborate with the CPUC to optimize the California Climate Credit—a benefit funded through the state's Cap-and-Trade program and reflected as a credit on many electric and gas bills twice annually. Newsom also tasked the CPUC with evaluating electric ratepayer-supported programs, sourcing federal funding to reduce costs, and requesting recommendations to make longer-term savings possible for consumers.

Another pivotal aspect of Newsom's order is the call for smarter investments in wildfire mitigation, urging the Office of Energy Infrastructure Safety, alongside the CPUC, to ensure that utilities prioritize cost-effective measures. Reflecting on the significance of the executive order, Assembly Speaker Robert Rivas (D-Salinas) stated, "Californians expect us to take a hard look at their monthly energy and electricity bills and deliver reduced costs and savings for the long-term," as per the Governor's Office. Similarly, Senate President pro-Tempore Mike McGuire (D-North Coast) emphasized the need for concerted efforts at the state level to mitigate the financial impact on ratepayers.
