Before being located, Garland Police had asked for the public's assistance in finding Mr. Chen, emphasizing concerns for his safety due to medical and memory issues. Spreading his last known whereabouts and physical description, they reached out via social media. And in what seemed like a fleeting moment, it turned out that he left his home on the 3200 block of West Buckingham Road on foot at 10:30 p.m.
