
Confusion and concern have permeated Nashville's efforts to aid its homeless population this week. A meeting of the Metro Council's Public Health and Safety Committee yielded accusations against the Salvation Army for mismanagement of funding intended for homeless services. As reported by WSMV, Councilmember Russ Bradford described the situation as a metaphorical firecracker, with the city's Office of Homeless Services alleging that the Salvation Army had not adhered to their contractual agreement.
Caught in the crosshairs between two contracts, the Salvation Army has defended itself against these claims. Major Bill Mockabee informed NewsChannel 5 that the $2 million provided through a capacity building grant was specifically earmarked for their LifNav program and not for maintaining gap housing, which is set to expire at the end of October.
Despite claims to the contrary from Metro's Office of Homeless Services, documents reviewed by NewsChannel 5 corroborate the Salvation Army's position. Major Mockabee stated the money granted in June has yet to be used as the Salvation Army is retooling its LifNav program, with the funds needing to be deployed by the end of 2025.
According to a FOX 17 News report, the confusion has been exacerbated by Metro's belief that the Salvation Army should continue short-term housing services at the Rodeway Inn. Amidst the turmoil, the Salvation Army reassures that the remaining 30 individuals within the gap housing initiative will be taken care of beyond the contract's termination.
In an interview obtained by FOX 17 News, Councilwoman Ginny Welsh criticized the apparent lack of transparency and accountability, underlining the inability of the Metro Council to determine where the funds have been directed and to what effect. Metro's Office of Homeless Services has pointed to recent changes in leadership at the Salvation Army as a contributing factor to the miscommunication.
