Early morning tragedy struck an Oceanside community on October 8th as local fire and police departments responded to reports of a 26-year-old Hispanic man suffering from severe bleeding in a residence on the 1400 block of Division Street. The first responders found the man with multiple sharp force injuries to his chest and neck, which appeared to be self-inflicted. A knife was recovered near the scene, according to information from the City of San Diego's official website.
The situation rapidly escalated when, during transport to a local hospital, the victim started to violently struggle with the medics, inadvertently causing himself more harm. Attempts to sedate the man required the use of soft medical restraints, administered with the aid of an Oceanside police officer who had to unanticipatedly intervene. Despite the efforts of medical professionals upon arrival, the man later succumbed to his injuries.
In a follow-up to the distressing events, authorities have initiated an investigation into the death as an in-custody incident, out of an abundance of caution. This move comes in light of the force that was necessary to restrain the man during the emergency response. As per protocol, the San Diego Police Homicide Unit is conducting the in-custody death investigation jointly with the Medical Examiner’s Office to determine the exact cause of death and to establish whether the applied force had a contributing role.
The officer involved, who has been with the Oceanside Police Department for just about a year, is also subject to an extensive review process. The case is set to be scrutinized by the San Diego County District Attorney's Office to ascertain any criminal liability, alongside an administrative investigation by the Oceanside Police Department. Both the Federal Bureau of Investigations and the United States Attorney’s Office will also be closely monitoring the situation as detailed by the City of San Diego's release.
While the identity of the deceased has not been released pending notification of family, authorities are urging the public to come forward with any information they might have about this incident by contacting the Homicide Unit at (619) 531-2293 or Crime Stoppers at (888) 580-8477.
