As FOX 10 Phoenix reports, police officers arrived on the scene to find two dogs, now identified as Chungo and S onya, chained without shelter, water or food. After the officers tried to urgently cool down the animals with water, Sonya tragically succumbed while Chungo has since been transferred to the care of the Humane Society. The distressing incident has promptly led to two felony charges and additional city code violations for the owner.
