Incident occurred last Friday morning when 25-year-old Victoria Frias lost her life in a fatal crash. The incident occurred on the service road of East Sam Houston Parkway South, Houston, where Frias was reportedly walking and using her phone, according to the Houston Police Department.

HPD's Vehicular Crimes Division Sergeant E. Alejandro and Officer M. Keita are spearheading the ongoing investigation. The driver, identified only as a 53-year-old individual, has cooperated with law enforcement since the collision.
