
In an effort to reinforce the commitment to police reform in Chicago, Mayor Brandon Johnson announced in a statement the restoration of funding for 162 positions related to the Chicago Police Department's consent decree in the Fiscal Year 2025 budget. The move reflects the city's dedication to upholding constitutional policing standards under the vigilant eyes of CPD Superintendent Larry Snelling.
"My administration is taking significant steps forward to fully support the implementation of CPD’s consent decree reforms and ensure effective constitutional policing," Mayor Johnson said, as stated by the City of Chicago. Despite the progress, success hinges on consistent investment and community partnership in order to keep building trust between law enforcement and the citizens they protect.
In response to the funding assurance for these positions, Superintendent Snelling noted the transformation within the department. "The Chicago Police Department is a department in transformation," he explained, as per the City of Chicago. With the restored budget, CPD is looking to fortify its reform infrastructure and push toward operable compliance across all consent decree areas. Illinois Attorney General Kwame Raoul addressed the budget revisions with optimism, "I appreciate that the concerns that I expressed regarding the proposed cuts to CPD’s budget were heard and addressed, and I am encouraged by the positive conversations I had with the corporation counsel."
Collaboration remains central to the crafting of a budget that meets the needs of Chicago's diverse communities. Mayor Johnson, along with Corporation Counsel Mary Richardson-Lowry and Budget Director Annette Guzman, are at the helm of steering the City Council toward passing a budget amendment that will keep the city on track with consent decree stipulations. Chicago's strides in police reform are evident, with over 90% compliance achievement in the original 504 paragraphs of the decree, as per a report by the Independent Monitoring Team cited in a recent statement from the Mayor's office.
