
The case against Waukegan City Clerk Janet Kilkelly has come to an abrupt close after felony charges of official misconduct and misapplication of funds were dismissed by a judge. Kilkelly, who faced a 15-count indictment since March, was accused of providing unauthorized credits to certain businesses applying for liquor and gambling licenses. The allegations suggested that despite instructions that credits should go only to businesses in 'good standing,' benefits were extended to those not meeting the criteria.
However, Lake County Circuit Court Judge Patricia Fix has decided to dismiss all charges, bringing an end to months of legal strife for Kilkelly. This development was confirmed in a statement obtained by the Chicago Sun-Times, where Kilkelly expressed her immense relief and gratitude that the case had been resolved. She acknowledged the support she received from Waukegan residents and reaffirmed her commitment to serve as City Clerk.
The charges were originally brought forth following testimony from an Illinois State Police special agent, as reported by the Lake County State’s Attorney’s Office earlier in the year. Yet, as the proceedings unfolded, the case against Kilkelly ultimately did not stand up to judicial scrutiny. The acquittal appears to have concluded an intense period for the City Clerk who has been a part of Waukegan’s civic life for over four decades.
Kilkelly's resolve to move forward was echoed in her statement following the dismissal, where she vowed to resolutely spend the upcoming holiday season focusing on her duties as City Clerk, amidst her friends and family. "I will offer no further comments on this matter and Happy Holidays to all," Kilkelly stated, according to a WGN-TV report. The statement detailed the support from her legal team and the backing she found in her community during trying times.
