A Fresno County farmer and a fruit packing company owner have pleaded guilty to charges of conspiring to commit crop insurance fraud, as per the U.S. Attorney's Office for the Eastern District of California. Jatinderjeet "Jyoti" Sihota, 37, admitted her involvement in a scheme that over four years fraudulently acquired over $650,000 in insurance payments.
Running operations in Fresno and Tulare counties, Sihota's family business, in conjunction with a fruit packing company managed by 69-year-old Ralph Hackett, created false reports of significant crop losses to receive unlawful payouts from their insurance provider. This misrepresentation was orchestrated despite the farming operation successfully selling its produce through the company. Hackett, of Clovis, has also entered a guilty plea and faces repercussions for orchestrating the scheme, including directing lower-level employees to participate and concealing his actions from company principals.
According to a statement made by the U.S. Attorney's Office, Special Agent-in-Charge Shawn Dionida from the USDA Office of Inspector General emphasized the importance of maintaining integrity within the crop insurance program as fraudulent activities redirect taxpayer dollars from their intended use. The cases showcase the collaborative investigative efforts of the USDA OIG and the Risk Management Agency Special Investigations Staff.
Much is at stake as both Sihota and Hackett are subject to a maximum statutory penalty of 20 years in federal prison and fines up to $250,000. However, their actual sentences will come at the discretion of the court after considering statutory factors and the Federal Sentencing Guidelines. Sentencing dates have been set with Sihota's on March 3, 2025, and Hackett's on January 27, 2025.
