This charge is part of the Witch Hazel Village South Supplemental Park System Development Charge methodology, aimed at funding park and recreation facilities in the Witch Hazel Village South Plan District. A technical report detailing how these charges are decided and applied is available for public review, according to the City of Hillsboro.

This decision has been carefully considered; the Parks & Recreation Commission has been reviewing the methodology since August.
