Knoxville's Rocky Hill Pharmacy co-owners have found themselves on the wrong side of the law. A federal grand jury indicted Tiffany Haney and Anne Warren on Friday for allegations of participating in a multiyear scheme to defraud healthcare insurers out of millions of dollars. The indictment alleges that from August 2018 through July 2024, the pair conspired to alter and forge prescriptions to deceive healthcare benefit programs, including Medicare, Medicaid, and TennCare, according to WVLT.
According to the indictment, the scheme resulted in approximately $8.7 million in fraudulent claims. Authorities allege that Haney and Warren exploited their positions as pharmacists to forge prescriptions using the names of unknowing medical providers and even submitted these false prescriptions for themselves and their family members. WBIR states that the pharmacy billed insurance companies $1,802 per false claim, receiving around $1,232 each.
As per the indictment, this fraudulent practice involved creating a drug formulary that mainly included medications with high reimbursement rates from health care benefit programs. These included certain steroids and creams such as lidocaine and fluocinonide. Marketing this corrupt list to pain clinics and healthcare providers, Haney and Warren would then alter legitimately signed formularies, adding unchecked medications and falsified refills to them.
As reported by WBIR, in some cases, the co-owners included notes falsely implying that these forged prescriptions were phoned into the pharmacy or verbally authorized by a provider's representative. The pair faces serious charges, including conspiracy to commit healthcare fraud, false statements relating to healthcare matters, and aggravated identity theft. They are scheduled to appear in court for their arraignment on Nov. 12.
