The Minnesota Department of Human Services (DHS) is extending an offer to non-profit organizations that could enhance the quality of life for individuals in rural and marginalized communities. As reported in their weekly digest, there's a grant opportunity targeted at 501c3 groups and other non-profits tasked with aiding underserved populations. These grants are designed to improve access to home and community-based services (HCBS) for Medicaid beneficiaries who might otherwise face significant barriers in receiving the care they need. Those interested have until 4 p.m. on December 19, 2024, to submit their application.
In an effort to streamline the compliance process for live-in caregivers, the DHS is also inviting feedback on their Electronic Visit Verification (EVV) system. With an input period concluding on December 30, 2024, they aim to address the complexities currently faced by caregivers and seek solutions to simplify this mandatory procedure. According to their bulletin, "DHS requests feedback on barriers and potential solutions to simplify EVV compliance for live-in caregivers in Minnesota."
Changes are also on the horizon for service rates and monthly budgets which are set to be implemented starting January 1, 2025. The DHS announcement indicates that select service rates will see an increase, although the specifics of those adjustments have yet to be detailed. This change is likely targeted at ensuring that the agencies and caregivers responsible for delivering essential services can continue to do so sustainably and with the necessary financial backing.
Additionally, DHS has begun the transition from Personal Care Assistance (PCA) and Consumer Support Grant (CSG) to Community First Services and Supports (CFSS). This transition, which kicked off on October 1, 2024, signifies a sizeable shift in the approach towards personal care services in Minnesota. DHS promises regular updates early in the transition to keep all parties adequately informed.
