Detectives from the Area II Criminal Investigation Section noted that the trouble began around 1:30 p.m. when a 42-year-old man visited a property on Trade Wind Boulevard to speak with his ex-girlfriend, leading to a heated argument, during which Borum intervened and requested the victim leave; after an attempt to leave the scene by the victim, Borum retrieved a gun and fired several shots towards the victim's car.

The police were notified of the shooting after the victim reported it, and Borum's partner, the victim's ex-girlfriend, also contacted authorities. She told law enforcement that the victim came to her current boyfriend's house to discuss child visitation matters related to their shared child.

Subsequent to the shooting and reporting, Borum surrendered an unregistered handgun and ammunition to police at 4:30 p.m. and was later charged with crimes including first-degree terroristic threatening, first-degree criminal property damage, and firearm offenses; his bail was set at $17,000 with an initial court appearance following on Wednesday.
