The incident unfolded in the early hours, around 1:07 a.m., near the intersection of Central Boulevard and Orange Avenue and then again near Washington Street, as the suspect reportedly engaged in two separate shootings moments apart, as the city's police Chief Eric Smith conveyed in a news conference, with a large Halloween crowd present which the police said dispersed a chaotic scene. It's estimated between 50,000 and 100,000 people could have been in the vicinity when the horror unfolded, per information detailed by WESH.

The alleged gunman was previously arrested in 2023 on grand theft charges. Although the motive for the shooting remains unclear, state law underscores that it is generally illegal for individuals under 18 to carry a firearm, as noted in the cited police briefing.
