
California has made notable strides in curtailing the upward trend of homelessness, a battle many states continue to fight with increasing difficulty. According to a recent report by Governor Gavin Newsom's office, California has impressively managed to keep the state's rise in homelessness to a mere 3%, starkly contrasting the national average of an 18% increase. Despite a nation wrestling with a burgeoning homeless population, California's strategy seems to be yielding positive outcomes.
While homelessness has been swelling across the U.S., California's rate of increase in unsheltered homelessness was contained at less than 0.45% this year, notably lower than the near 7% nationwide upsurge; this status marks a distinct departure from the higher increases experienced by other densely populated states such as Illinois, Florida, New York, and Texas where the growth not only in percentage but also in absolute numbers has outstripped that of California, "No one in our nation should be without a place to call home. Homelessness continues to rise and increase at ever-higher numbers nationwide, but we are seeing signs of progress in California. We have turned the tide on a decades-long increase in homelessness – but we have more work to do. California's plan is ambitious and challenging but the data is proving that it is not impossible: our strategies are making a positive difference," Newsom stated.
Focusing on reversing a longstanding pattern of neglect regarding the homelessness crisis, the Newsom administration has seen a slower growth in the number of people facing unsheltered homelessness since 2019, contrasting with the spike in the five years preceding his tenure. The state has also increased its shelter bed capacity by 5.7%, reaching an impressive count of 208,517 beds, in contrast to the overall decrease in shelter beds across the nation, as per the Governor's office. These beds are part of an ambitious expansion during Newsom's administration that has nearly doubled the figure from the preceding five years.
In an effort to boost care and demand greater accountability, Governor Newsom has taken decisive action through executive orders and legislation that aim to guide local governments while expanding mental health services and implementing innovative solutions like the Community Assistance, Recovery, and Empowerment (CARE) Court program, Governor Newsom issued an executive order urging local governments to adopt policies and plans consistent with the Caltrans encampment policy, which seeks to address encampments with a balance of community safety and humane treatment for those displaced in the clearances, concurrently, Proposition 1 builds upon this by expanding the continuum of care for individuals struggling with mental health and substance use disorders who are at risk of or currently dealing with homelessness.
