The driver, on probation for mail theft, was with two passengers who each had active arrest warrants. During the stop, authorities found stolen mail in the vehicle.
During a vehicle search, officers found items linked to mail theft, including stolen mail from Galt and El Dorado Hills, stolen debit cards, ID cards, and a USPS master key. The suspects, Terra Lairbrooks (30), Richard Perez (41), and Cassandra Waggoner (31), all from Stockton, face charges of conspiracy, mail theft, and other charges related to their previous warrants, as reported by the Galt Police Department.
