
Chicago's latest move towards a more inclusive approach to budgeting was highlighted today as Mayor Brandon Johnson released the 2025 Budget Engagement Report. The document, a product of months of extensive community engagement in partnership with the University of Illinois at Chicago's Great Cities Institute, captures the diverse voices of Chicagoans in framing a budget that strives for both fiscal responsibility and community focus.
"The City of Chicago’s 2025 budget engagement process was an unprecedented effort to bring Chicagoans to the table and ensure their voices directly assist in shaping our budgetary priorities," Mayor Johnson elaborated in a statement highlighted by the City's press release. The report shines a light on the process which encompassed three phases and various channels for public input, including roundtables and online surveys, with a notable push to hear from historically marginalized communities.
More than 1,600 residents were reachable through public roundtables and similar activities detailed in the report, addressing critical civic issues such as housing, public health, and community safety. "In light of the financial challenges facing the City, our budget engagement process takes on even more significance...ensuring that we are directly responding to community needs and aspirations," said Annette Guzman, Budget Director, embracing the gravity of the dialogue amidst fiscal constraints.
Youth voices were not only heard but emphasized, underscoring the importance of digital infrastructure and addressing youth homelessness. The most echoed citizen priorities revolved around expanding homeless and mental health services, environmental initiatives, and the development of underinvested communities, according to the official press release. Feedback also fed into an equity-driven model of budgeting, featuring substantial turnout from Black and Latinae residents, ensuring a wide array of perspectives going into the fiscal mix.
The engagement's multi-faceted design was pivotal, as described by Thea Crum of UIC’s Great Cities Institute. "This year’s budget engagement was extensive in engaging the community," Crum said, emphasizing the year-long commitment to inclusive decision-making and fiscal transparency. The 2025 Budget Engagement Report, now accessible on the City of Chicago’s Office of Budget and Management’s website, stands as a testament to the ongoing endeavors to construct a transparent, equitable, and community-driven approach to budgeting in Chicago.
