A Minneapolis man, identified as Raphael Raymond Nunn, 58, has been sentenced to 24 years behind bars following convictions for kidnapping, bank fraud, and aggravated identity theft. On September 13, 2022, Nunn, wearing a mask and gloves and wielding a firearm, forced a woman in Arden Hills to withdraw money from an ATM at gunpoint. After the ATM visit, he then ordered her to hand over her vehicle keys at Matthews Park, facilitating his escape. Donning the hood and mask, worn to conceal his identity, Nunn was ultimately identified through surveillance footage as he lifted the coverings from his face and casually entered a corner grocery store.

Investigators connected the dots when Nunn reappeared at the same grocery store four days after the abduction, driving a car registered in his name. This slip led to his arrest on September 22, 2022. A subsequent search of Nunn's residence turned up incriminating evidence connecting him to the crimes against multiple victims, which included additional armed robbery and fraudulent monetary transactions using the stolen credit cards from his unwitting victims.

After a four-day trial wrapping up on May 23, 2024, a federal jury found Nunn guilty of all charges. Judge Eric C. Tostrud of the U.S. District Court handed down the sentence last week, describing Nunn as "incorrigible" and underscoring the defendant's pose of "an escalating danger to the public." He was ordered to pay $5,000 in restitution post-release in addition to a mandatory five-year supervision period.

The collaboration between the Ramsey County Sheriff’s Office, Oak Park Police Department, the City of Hudson Police Department, and the FBI culminated in bringing Nunn to justice. The successful prosecution by Assistant U.S. Attorneys Albania Concepcion and Lauren O. Roso reflected the extensive and meticulous effort of federal and local law enforcement to address violent crime and safeguard the community.
