A detention officer at the Oklahoma County Detention Center has been implicated in an episode of excessive force and subsequently arrested. James Moten, the officer in question, has been charged with assault and battery, a criminal misdemeanor, after an incident involving a handcuffed detainee identified as Jimmy Raney, according to KFOR.
"James Moten began hitting Jimmy Raney with his elbow and fist in the back of Jimmy Raney's head and shoulder while he was still in handcuffs. James Moten delivered a total of four strikes to the back of Jimmy Raney's head and shoulder causing Jimmy Raney's face to hit the ground multiple times," as noted in the arrest affidavit obtained by Free Press OKC. The affidavit further details Moten's aggressive actions, including dragging Raney out of the holding area and bending his wrist back toward his forearm.
The Oklahoma County Detention Center has taken a firm stance on the incident, with Brandi Garner, the CEO, saying, "The actions of this officer are deeply disappointing and entirely unacceptable. Every officer who completes our training academy is thoroughly educated on the policies and procedures designed to protect the rights and well-being of those in our care," in a report by FOX25. She emphasized the thorough training provided to officers in use-of-force policies and de-escalation tactics, with the implication that such conduct blatantly violates the principles and trust of both detainees and the community.
Following the allegations and investigation, the detention center has fired Moten, and his case has been sent to the Oklahoma County District Attorney for prosecution. Moten, who began working as a detention officer on April 1, was released on a $1,000 bond after his arrest.
