Trinitas Ventures has closed on the site at 310 E. Boyd Street where the Ray Apartments once stood, clearing the way for a seven-story, 677-bed student housing community called Atmosphere Norman. The project, set for completion in summer 2028, will replace the 64-unit complex near the University of Oklahoma campus with studio through five-bedroom floor plans, a resort-style pool, fitness and social spaces, and more than 13,700 square feet of amenity space.
The development is backed by global private investment firm Starwood Capital Group, which announced a joint venture partnership with Trinitas Ventures on September 9, 2026, in Miami and Carmel, Indiana, to build purpose-built student housing across three U.S. university campuses, including Atmosphere Norman, according to a PR Newswire release. Starwood manages roughly $130 billion in assets and joined Trinitas to target university markets where housing supply has fallen behind enrollment growth, the release states. As KOKH reports, Trinitas Ventures president Loren King called the closing an important milestone for the team and the future of the community, adding that the project was guided by disciplined market analysis and a long-term perspective.
A Denser Footprint Along Boyd Street
The 2.55-acre site sits at the southwest corner of Boyd Street and the BNSF railroad corridor, per the station's report. Trinitas Development LLC submitted site plans in late 2024 detailing a multi-story structure with two levels of podium parking beneath living space, according to documents reviewed by the City of Norman. That October 2024 filing was documented in a City Council staff report for Ordinance O-2425-8 dated October 10, 2024, as a request to reclassify the parcel from RM-6, a medium-density apartment district, to SPUD, a Simple Planned Unit Development designation.
The redevelopment would replace 64 older apartment units with 677 student-housing beds. Frank Rocchio, a Trinitas executive, said Atmosphere Norman reflects an approach based on understanding student lifestyles and evolving markets, the outlet notes.
Affordable Housing Concerns Linger From 2025
The Norman City Council approved the Ray Apartments redevelopment last year.
Those concerns sit alongside a housing market that has been reshaped by years of enrollment growth. The University of Oklahoma's Norman campus enrolled a record 32,662 students in Fall 2025, its fifth consecutive year of record total enrollment, according to Investing.com. The outlet also reports housing demand near campus.
Record Freshman Class Outpaces Campus Housing Plans
For Fall 2026, OU enrolled a state and university record 6,437 freshmen, capping a 45% expansion in incoming class size over six years, Hoodline previously reported. That surge far outpaced the 1% annual growth OU projected in its 2021 housing plan. The university has responded by opening McCasland Hall, with 560 beds, and South Hall, with 580 beds, as Phase 1 of its First-Year Housing Master Plan, following the May 2023 demolition of the 1960s-era Adams Center dorm complex — additions aimed primarily at first-year students.
Trinitas Ventures, based in Carmel, Indiana, has developed nearly $3 billion in residential communities nationwide, according to Investing.com, with an integrated platform spanning site acquisition, development, construction, and property management. Capital advisory firm Newmark, led by Executive Vice Chairman Ryan Lang, brokered and arranged the joint venture between Starwood Capital Group and Trinitas Ventures, with Newmark's student housing division negotiating the deal across university markets in Oklahoma, Pennsylvania, and Wisconsin.
Organizers describe Atmosphere Norman as the first new institutional student housing community built near the OU campus in more than a decade. The seven-story, mixed-use residential development is scheduled for completion in summer 2028.
