
Seattle residents and contractors, take note: your plumbing and gas permit fees are set for a shakeup starting next year. According to Building Connections Seattle, a public health mandate for full cost recovery has driven these changes, aiming to align the revenue with the cost of services rendered. As it stands, the current fees haven’t been sufficient to cover the operational expenses of the Plumbing and Gas Piping program managed by King County Public Health.
The last time these fees were examined in a rate study was in 2011, and given inflation, the hourly operating cost would have skyrocketed to over $300. Fortunately for those footing the bill, the actual hourly rate setting for 2025 is pegged at $264. This rate will apply to plan review services for projects submitted on or after January 1, 2025, as per the information provided by Building Connections Seattle.
Moreover, instead of the previous complex system that varied fees for plumbing and gas permits by several fixtures, a streamlined fee structure will roll out in 2025. Now, each standard permit will start with a base fee of $132, plus an added $26 for every fixture. This pricing structure goes into effect for permits issued from the start of the new year, reflecting a considerable simplification intended to ensure clarity and fairness.
Small remodeling projects could be seeing a cost reducer with the revamped fee structure, which might seem contrary to larger commercial projects facing fee increases—highlighting that permit costs for plumbing and gas remain a minor slice of the overall pie for project permits. Building Connections Seattle also notes that re-pipe project fees will follow a different formula, based on the hourly rate and predicted number of inspections.
There will be changes to standard administrative fees, including those for permit renewals and revisions. The updated plumbing and gas permit fee schedule will be available online soon in Seattle Municipal Code Section 22.900G and KCC Title 16.32.080.
