According to City of Tampa's official announcement, the participants all earn below 80% of the Area Median Income, and benefit either from Section 8 assistance or in-house subsidies.

Mayor Jane Castor emphasized the program's role in financial stability, stating, "Having a manageable monthly rent payment is the first step towards being able to save for a downpayment or the many other expenses associated with buying your own home." This initiative is clearly shaped around assisting Tampa residents to carefully craft an action plan and establish a realistic timeline to ultimately reach their homeownership aspirations, as per the City of Tampa.

The Rental to Homeownership Program is underpinned by a partnership that involves both municipal and non-profit players. The City of Tampa routed $200,000 from the American Rescue Plan Act into the project to ensure a 20-year period of housing affordability. Additionally, program participants are supported through extensive housing counsel meant to make them mortgage-ready, courtesy of Solita's House. Such guidance comes as part of the comprehensive assistance offered to demystify the process of buying a home for these aspiring homeowners.
