
A series of high-volume mail thefts and an armed robbery involving a U.S. Postal maintenance worker have led to charges against Ibrahim Emmanuel De La Cruz, 25, of Washington, D.C. U.S. Attorney Matthew M. Graves, along with representatives from the U.S. Postal Inspection Service and the Department of the Army Criminal Investigation Division, announced the extradition and charges against De La Cruz, as reported by the Department of Justice.
The 43-page complaint details the allegations against De La Cruz, including multiple counts of theft or receipt of stolen mail and the armed robbery of a postal worker, which occurred on August 10, 2024. Graves stated, "The defendant is charged with robbing a postal worker and repeatedly raiding mail collection boxes, apparently seeking to use the checks, credit cards, and personal identifying information he stole for his financial benefit," according to the Department of Justice. Inspector in Charge Damon E. Wood emphasized the importance of the safety and security of mail, as well as the commitment to protect postal workers and bring to justice those committing crimes against them.
Law enforcement agencies began their investigation in December 2023 following the series of mail thefts from luxury residences and related robberies in Washington, D.C. metropolitan area. According to the filed complaint, De La Cruz utilized stolen Postal Service "arrow keys" to gain entry into mail collection boxes and apartment mailbox panels, mirroring the modus operandi of an individual who had previously robbed a postal maintenance worker at gunpoint.
Evidence connecting De La Cruz to these thefts mounts from various sources, including surveillance footage, Instagram posts, and cellular phone tracking, linking him to multiple incidents across Washington, D.C., Arlington, Va., and Bowie, Maryland. In one instance, De La Cruz is suspected of using stolen personal information to open bank accounts and secure credit cards, subsequently bragging about his criminal acts in a rap video posted on YouTube. Assistant U.S. Attorney Shehzad Akhtar is in charge of the prosecution of this case, which is being investigated by the United States Postal Inspection Service and the Army Criminal Investigation Division.
While an arrest and charges have been made, it is important to note that a complaint is merely an allegation, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law. De La Cruz's actions have underscored vulnerabilities in mail security and have drawn significant concern from federal authorities and the public alike, as they await further developments in the legal proceedings.
