The transition from interim to permanent status wasn't without its hurdles, as Davis took the interim role initially following the Memphis City Council’s split decision last January, which was partially influenced by a record year for crime. Nonetheless, achievements over the past year, such as the reduction in violent crime, have played a pivotal role in the Council's recent unanimous decision. WREG notes that Davis has been an advocate for continuous improvement even before the Department of Justice's damning observations on the Memphis Police Department.
Despite the vote of confidence, Memphis Police Department still faces scrutiny over concerns highlighted by the Department of Justice. A recent DOJ report cited by Local Memphis, pointed out unlawful patterns of conduct within the MPD, including excessive force and discriminatory practices. Council member Jerri Green reflected on these findings during the vote, expressing that the report was "heart wrenching" and emphasized the need for better training and compassion.
Alongside the unreserved trust placed in Davis, lies the weight of addressing and reforming issues elucidated by the DOJ report. At the council meeting, Mayor Paul Young was candid in mentioning the need for addressing concerns and continuing work to ensure public safety remains a top priority. "Councilwoman [Green], you mentioned the DOJ report, we know that we have to address those concerns and issues, and we have a chief that's committed to doing the things to ensure that we're making continuous improvement," Young told Local Memphis in a statement.
