Local authorities have made arrests at a massage parlor in the 16100 block of N. Eldridge Parkway, following an undercover investigation sparked by citizen complaints. The investigation at Phoenix Spa, which took place on Wednesday, led to the apprehension of two unlicensed employees, Shi, Qingfang, and Duan, Jianping, who now face charges related to prostitution. A patron of the spa, Steven Collins, was also charged with solicitation of prostitution. Constable Mark Herman's Office reported that all individuals are currently out on bond.
Under the guise of legitimate services, massage parlors such as Phoenix Spa are sometimes used for more sinister activities. Criminal enterprises have been known to exploit these establishments not only for sex work but also for operations like money laundering and human trafficking. Acting as a façade, these parlors often ensnare employees through unspeakable means, and as noted by Collins and Steven, customers unwittingly participate in these illegal economies.
