
In a recent announcement from the Texas Governor's office, Harris County is set to become the site for North America's largest ethanol-to-jet fuel production facility. This Summit Next Gen, LLC project, supported by the state's Jobs, Energy, Technology, and Innovation (JETI) program, marks a $1.6 billion investment into sustainable aviation fuel manufacturing. Governor Greg Abbott hailed the initiative as a "Texas-sized investment in the future" and a testament to the state's competitiveness in attracting job-creating investments. According to a state press release, the facility promises to bolster economic growth while advancing energy innovation.
State and local leaders, including Senator Carol Alvarado and Representative Ana Hernandez, have lauded the project for its potential to significantly boost the economy. Alvarado, who co-sponsored the JETI Act in 2023, noted that this investment will generate substantial economic activity within the Houston Ship Channel and beyond. “Thanks to the JETI Act, which I co-sponsored in 2023, a new ten-figure investment is coming to the Houston Ship Channel and Senate District 6," Alvarado told the Governor's office.
Summit Next Gen's development is seen not just as an economic boon but also as a major step toward reducing the carbon footprint of aviation. CEO Robert Halpin expressed the company's excitement to lead the wave of low-carbon jet fuel supply, further positioning Texas as a global energy capital. Strategically located on the Houston Ship Channel, the facility aims to leverage existing energy infrastructure to better meet customer demands. “This new production facility enables Summit Next Gen to leverage the existing large-scale energy infrastructure required to better serve our customers’ demands," Halpin said in the press release.
The project also has local educational implications. Galena Park Independent School District (ISD) stands as one of the first beneficiaries under the JETI program. Galena Park ISD's Superintendent, Dr. John Moore, and CFO Ben Pape have expressed their enthusiasm for the partnership, which promises to deliver jobs, training programs, and other benefits to the community. "Galena Park ISD is pleased to be one of the first Texas school districts to participate in the state’s new JETI economic development program, and we are thrilled to have a company like Summit Next Gen, LLC bring jobs, training programs, and other benefits to the District," Moore stated, according to the Governor's office. Ultimately, the construction of this groundbreaking facility signals not just an investment in green energy but also an investment in the future workforce of Texas.
