
Maui's path to redemption from the scorch marks of the 2023 wildfires is steadily being paved, or at least gains outlines of hope and preparation. The Maui Emergency Management Agency (MEMA) released an After Action Report conducted by AC Disaster Consulting, in partnership with Emergent Global Solutions, which proffers a critical eye on the fires that swept through in August of that year. In a recent statement, MEMA Administrator Amos Lonokailua-Hewett warranted the report as a blueprint for the future, "MEMA is dedicated to learning from past experiences and taking decisive action to strengthen our response to future emergencies," he pronounced.
The document available on MEMA's website, leaves no stone unturned, dissecting strengths and weaknesses from the response to the natural disaster. Findings from the report underscore a drumbeat for change—recognizing the need for clear leadership roles, fortified staffing, mapped out planning processes, and crisped communication systems. AC Disaster Consulting's Vice President of Planning and Risk Reduction, Erica Bornemann, laid it out: "The After-Action Review highlights key strengths, identifies areas for improvement and provides actionable recommendations to enhance emergency management efforts throughout Maui County," she narrated in a statement.
Lonokailua-Hewett, who assumed the administrator role in January 2024, has been proactive, already embedding significant improvements in MEMA's operations. From swelling the staff numbers from nine to a robust twenty-two, to the introduction of new technologies like smart cameras and weather stations that pinpoint accuracies in extremis, steps are being taken to wrap Maui in a blanket of preventive measures and responsive tactics. The agency's fresh hires are expected to complete continuous training, thereby ensuring a state of readiness.
Moreover, in a nod to nurturing ties between government operations and the people, MEMA has amped up community engagement initiatives to involve residents in emergency preparedness and response. This symbiosis is pivotal in fostering a climate of mutual cooperation, during times of crisis. While the report's findings echoed MEMA's ongoing reforms, it provides a structured approach to enhancing the county's resilience, born out of experience, and carved by the hands of retrospection and expert analysis.
