
Rachel Chen, 26, from North Andover, MA, pleaded guilty for her involvement in tech support scams that targeted elderly victims across New Hampshire. Chen and her co-conspirators deceived seniors into believing their computers were infected with viruses, causing financial losses, according to the Department of Justice.
Chen was arrested on March 14, 2024, for attempting to collect $22,000 from a victim. Two more victims were found, losing a total of $40,000. She was charged with theft by deception and conspiracy. Chen was sentenced to 2-6 years for one count and 7 ½-15 years, suspended for 10 years, for the other counts. She must also pay $20,000 in restitution, in addition to $20,000 already paid, as stated by the Department of Justice.
Rachel Chen has been convicted of financial exploitation and elder abuse and is prohibited from working with vulnerable adults or serving as a fiduciary. The case was investigated by the Attorney General's Elder Abuse and Financial Exploitation Unit, led by Investigator Calice Couchman-Ducey. A charge of attempted theft was dropped as part of the plea deal.
