
In a recent development concerning the shooting incident on December 28, 2024, in West Portsmouth, the Scioto County Grand Jury has issued new charges following the ongoing investigation. According to a press release from the Scioto County Sheriff's Office, three females were indicted last Friday with serious felony charges related to the case.
Sheriff David Thoroughman announced that his team diligently worked to promptly locate and apprehend two accused females at a West Portsmouth residence, while the third was found in Portsmouth. "Sheriff Thoroughman stated that his detectives and deputies have been steadfast on this case, dedicating many hours to ensure the safety of all the residents in Washington Township and Scioto County," as reported on the Scioto County Sheriff’s Office website. The authorities actively continued their investigation to make these arrests swiftly.
The females facing charges are Chloe Williams, 23, and Hayley Will, 26, from the same address on Noel Lane in West Portsmouth, and Torrie Woodrow, 21, from Baird Avenue in Portsmouth. Each has been indicted with two counts of Complicity to Attempted Murder, Complicity to Felonious Assault, and Tampering with Evidence. These charges encompass first and second-degree felonies, with Tampering with Evidence being a third-degree felony.
All three females are held without bond and are scheduled to appear before the Portsmouth Common Pleas Court later.
