According to a press release from the City of Tampa, the remembrance event will feature the presence of Chief Lee Bercaw, members of the Tampa Police Command Staff, and the Tampa Police Memorial Committee. Back on a fateful day in 1995, Officer Epps and his pilot were part of a search and rescue operation in Old Tampa Bay when their helicopter met its demise in the waters below. The community, and the department have since shouldered the heavy weight of that loss.

During the incident, Officer Ed Bowden exhibited true bravery by rescuing Pilot Dan Gilligan, employing his squad car's back seat as an improvised life-saving float. Unfortunately, Officer Epps lost his life in the process. The fallen officer, who served for six years and aspired to become a canine handler, left behind dreams unfulfilled and a void within the ranks of those who served alongside him.

The upcoming ceremony, as described by city officials, will include a tribute by the Tampa Police Honor Guard—echoing the respect and solemnity that Epps' ultimate sacrifice commands. Adding to the gravity of the event, members of the Tampa Police Aviation Unit, comrades of the fallen officer, will also stand in solidarity with the Epps family.
