Austin authorities apprehended a man linked to a fatal hit-and-run incident that occurred earlier this week close to Zilker Park. The suspected individual, Arthur Richter, 43, is facing a first-degree murder charge after an event on Monday that led to the death of 64-year-old James Hough.

As reported by CBS Austin, the Austin Police Department responded to a call regarding a disturbance on the 700 block of Azie Morton Road on February 3, around 3:09 p.m. Initially calling in the disturbance, Richter informed officers that Hough had been "flung off the hood" of a car shortly after the suspect reported an individual had threatened him with a firearm.

Found with evident signs of trauma in the parking lot, Hough was shepherded to a local hospital where death claimed his life post-admission, according to KVUE. Investigations unfolded thereafter, digging into the grim narrative surrounding the incident and pinpointing Richter as the man behind the crime.

Richter was reported to have engaged in an altercation with Hough, whereafter returning to his vehicle with the victim's stolen cell phone, as claimed by the authorities. Struggling to reclaim his belonging, Hough stood atop Richter's car hood when, driving at an excessive speed, Richter executed a sudden stop that sent Hough hurtling towards his end on the ground. The suspect then vacated the premises post-haste.

On February 4, a warrant was issued for Richter's arrest, and the Lone Star Fugitive Task Force effected his detainment in Temple, Texas, the following day. This incident is being investigated as Austin's fifth homicide of the year 2025. The arrest came after the Austin Police had issued a warrant with reports concluding that Richter's actions following the theft resulted in the fatal injuries suffered by Hough.
