
To bolster its force, the Baltimore Police Department has initiated a comprehensive campaign to recruit new members, targeting both sworn officers and professional staff. The multifaceted approach spans numerous media outlets, including billboards, streaming services, radio platforms, digital advertisements, and a heavy social media push. According to an announcement released by the department, a centerpiece of the effort is a new website, joinbaltimorepd.org, touting the rallying cry "Baltimore is Ready. Are You?"
In a bold move designed to address personnel shortages, this campaign brought over 35 sworn officers on board in 2025 and mounted one of its largest recruit classes in years. A new Cadet Program, aspiring to create a stream of future officers, has taken in 14 cadets. With an increase in applicants seen last year in the latter part of 2024, the department's statement detailed a 37% increase in sworn officer hires and a 43% boost in hiring professional members over the previous year.
Police Commissioner Richard Worley explained the objective behind the recruitment drive: "This new recruitment campaign is about finding individuals who are ready to make a difference, protect our communities, and build trust with our residents," he told the Baltimore Police Department's news outlet. He underlined the department's growth, referring to it as "one of the fastest growing models for the way to do policing in the 21st century."
Designed to reintroduce confidence in community relations, Baltimore's Mayor Brandon M. Scott perceives the campaign as integral to public safety enhancement. "Expanding our ranks will strengthen our ability to build safer communities across our city," Mayor Scott stated, as per the Baltimore Police Department press release, appreciative of the public servants contributing to both security and modern policing in Baltimore, offering various benefits for sworn officers, including a $10,000 signing bonus, relocation incentives, student loan assistance, healthcare, and significant retirement plans.
